CPE Requirements

Fee Protection Scheme

The FPS serves to protect the international and local students’ fees in the event that a PEI is unable to continue operations due to insolvency and/or regulatory closure. Furthermore, the FPS protects the student if the PEI fails to pay penalties or to return fees to students arising from judgments made against it by the Singapore Courts.

The FPS will provide full protection to all fees paid by the students. All fees refer to all monies paid by the students to be enrolled in the PEI, excluding the course application fee, miscellaneous fees (non-compulsory and non-standard fee paid only when necessary or where applicable, for example, the re-exam fee or charges for credit card payment etc.,) and GST.

MMI Academy has in place a Fee Protection Scheme as stipulated by the Committee for Private Education (CPE). FPS applies to all courses with course duration of more than one month or 50 hours.

Student Contract

A registered PEI must ensure that it does not enrol any student for any course that has commenced unless it has the student’s acknowledgement and agreement in writing to join the class which has already started.

Prior to enrolling any student, the PEI must ensure that the student, or his parent/legal guardian, has acknowledged in writing that he, or his parent/legal guardian, has read the Advisory Note to Students (Form 12), as stipulated by the CPE. 

A registered PEI must enter into an agreement or contract with any student who enrolls in a course which is more than two months in duration. The PEI must ensure that the agreement or contract does not:

  • include provisions that will allow the PEI to make unilateral changes to any term or condition of the agreement or contract; and
  • have provisions that will allow the PEI to collect any fee for the remainder of the course from any student who has withdrawn from a course before its end date.

MMI Academy will sign a Student Contract, which is a legal agreement between the MMI Academy and the student, as part of the enrolment documents. Two original copies of the contract will be signed and the student will retain one of the original signed copies. No amendments are allowed on the contract after signing unless both the MMI Academy and the student sign beside the amendments made.

Medical Insurance

MMI Academy has established a medical insurance with AXA Insurance Singapore Pte Ltd for all its students as required by Committee for Private Education (CPE) to cover them for hospitalisation and related medical treatment throughout their course duration. All students will be insured by Group Hospital & Surgical Insurance.

Note:

  • Medical insurance is not applicable to courses with a duration of not more than one month or 50 hours.
  • Students will have to pay for the medical insurance, as stated in the student contract.
  • Medical insurance will be covered for the entire period of course of study, i.e. including the period of industrial attachment (if any), until students have graduated from the course.
  • Insurance, will not be covered if they are expelled / withdrawn from the course of study, from the effective date.

 

Transfer/Withdrawal Policy

MMI Academy takes all efforts to prevent students from having to transfer / withdraw from an educational programme through conducting pre-course counselling and establishing sufficient communication channels to disseminate appropriate information to the student prior to them enrolling into the programme.

However, should the student wish to transfer or withdraw from the course enrolled, MMI Academy has a Transfer / Withdrawal Policy in place to facilitate such request.

Any dispute concerning transfer/withdrawal that MMI Academy and the student cannot reach a solution will be referred to Singapore Mediation Centre or Singapore Institute of Arbitrator through CPE Student Service Centre for mediation.

  1. Transfer Policy
    • Students who wish to transfer course, should write in to the Assistant Manager (Academic) his/her intention to transfer, along with all supporting documents (if any).
    • Along with the transfer application request, the student pays the course transfer fee. This transfer fee is non-refundable and non-transferable, irrespective of the outcome of the application for transfer request.
    • Within 4 weeks from the date of application for transfer request, the student is notified through formal letter on the outcome of the application for transfer request. All supporting documents or a detailed explanation is written in the formal letter issued by MMI Academy to the student on the status of transfer request, either approved or rejected.
    • For approved transfer request, the existing student contract is terminated along with FPS. The student is advised to sign a new advisory note and standard student contract for the newly enrolled course.
    • Refund policy will be applicable and the student top up the differences in fee (if any), and will be refunded if there are any excess course fee.

    Note:

    • Till the outcome of the application for transfer request is known, students will be deemed as registered student in the course enrolled and attendance will be taken.
    • Student below 18 years of age requesting transfer, should get the approval of parents/guardians in writing.
    • Approval of transfer request is at the sole discretion of MMI Academy and subject to meeting the new course requirements and external awarding body criteria (if any).

     

  2. Withdrawal Policy
  3. Withdrawal due to other reason(s):

    • Students who wish to withdraw from a course other than withdrawal due to non-delivery of course, should write in to the Assistant Manager (Academic) his/her intention to withdraw.
    • Within 3 working days from the date of application for withdrawal, the student will be counselled.  The student will be notified through formal letter on the outcome of the application for withdrawal.
    • For all withdrawn students, their existing student contract & FPS are cancelled. Once done, they are no longer the student of MMI Academy.
    • Refund policy will be applicable.

    Note:

    • Should a student be forced to withdraw from a course due to breaking of Singapore Law, failure to meet the minimum attendance rate, continuous breaking of school rules, behavioral problems or any other issues that necessitate the school to terminate the student from the course, the student will automatically lose the privilege to request for any refund. The Student Pass for foreign students will be cancelled immediately.
    • Student below 18 years of age requesting withdrawal, should get the approval of parents/guardians in writing.

     

  4. Suspension / Expulsion / Termination
  5. MMI Academy can suspend / expel / terminate a student on the grounds of (not limited to):

    • Misbehavior by the student, and or
    • Failure to comply any formal warning issued by MMI Academy, and/or
    • The Non-Payment of Course Fees and/or
    • Not adhering to Student Code of conduct & ethics
    • Any other issues that necessitate the school to terminate.

    A suspension / expulsion will only be maximum of a period of up to 7 days. Students will not be allowed to sit for their lessons; however they will still be required to attend school doing their self-study in library / study area under supervision.

    A student can be terminated immediately based on the severity of the misbehavior, without any notice.

    In any given situation that leads to a suspension / expulsion / termination of studies instigated by MMI Academy, a formal written notification will be provided to the student. In turn, the student shall have 3 working days to appeal against the decision.

    The suspension / expulsion / termination of studies will not take effect if there is any appeal made by the student and until the process is completed.

    Note: A suspended / expelled student can rejoin as a new candidate (liable to pay the new course fee); however, the terminated students, under any circumstances will not be given any admission within MMI Academy to pursue any course(s).

     

  6. Deferment
    • Students who wish to defer course, should write in to the Assistant Manager (Academic) his/her intention to defer, along with all supporting documents (if any).
    • Within 4 weeks from the date of application for deferment request, the student is notified through formal letter on the outcome of the application to defer. All supporting documents or a detailed explanation is written in the formal letter issued by MMI Academy to the student on the status of deferment request, either approved or rejected.
    • For approved deferment request, the student is to settle the pro-rated course fee for the duration they have completed (in reference to the Schedule B of the Student Contract).
    • Upon resuming the course, and if the course duration shall exceed the contracted course duration, the student is liable to pay for continual coverage of the Fee Protection Scheme and Medical Insurance until the extended course end date.
    • Deferment is capped within 1 year to resume course.  After which the student would have deemed to have withdrawn from the course.

    Note:

    • Student below 18 years of age requesting withdrawal, should get the approval of parents/guardians in writing.
    • Approval of deferment request is at the sole discretion of MMI Academy and subject to relevant evidence for request and external awarding body criteria (if any).

 

Refund

Policy

Refund for Withdrawal Due to Non-Delivery of Course

MMI Academy will notify the Student within three (3) working days upon knowledge of any of the following:

  • It does not commence the Course on the Course Commencement Date;
  • It terminates the Course before the Course Commencement Date; 
  • It terminates the Course before the Course Completion Date;
  • It has not ensured that the Student meets the course entry or matriculation requirement as set by the organisation stated in Schedule A (of Student Contract) within any stipulated timeline set by CPE; or
  • The Student’s Pass application is rejected by Immigration and Checkpoints Authority (ICA)

The Student will be informed in writing of alternative study arrangements (if any), and also be entitled to a refund of the entire Course Fees and Miscellaneous Fees already paid should the Student decide to withdraw, within seven (7) working days of the above notice.


Refund for Withdrawal Due to Other Reasons

For Student withdraws from the Course for any reason other than those stated under Refund for Withdrawal Due to Non-Delivery of Course;


Refund % of the aggregate amount of the fees paid under course fees and miscellaneous fees

If the student’s written notice of withdrawn is received:

100%

More than 7 days before the course commencement date

Before, but not more than 7 days before the course commencement date

On or after the course commencement date


Refund During Cooling-Off Period

The PEI will provide the Student with a cooling-off period of seven (7) working days after the date that the Contract has been signed by both parties. The Student will be refunded the highest percentage (as stated above in the table) of the fees already paid if the Student submits a written notice of withdrawal to the PEI within the cooling-off period, regardless of whether the Student has started the course or not. Note: Under any circumstances, MMI Academy will not refund the application fee, which is non-refundable and non-transferable.

 

Procedures

Refund for withdrawal due to non-delivery of course

  • Assistant Manager (Academic) will notify students’ the conditions under which the course is cancelled (as stated in Refund Policy) through email/letter within 3 working days.
  • If any alternate student arrangements has been made by the Academy and if the student wish to accept the study arrangement, Entire Course fee and miscellaneous fee (if any, paid) is transferred to the new study arrangements. Any difference in fee should be topped-up by the student. If any excess funds, it will be refunded to the student within 7 working days from the date of notice.
  • In the event of the student does not accept the alternate study arrangement, Full refund is given within 7 working days from the day the notice was issued.

Refund for withdrawal due to other reason(s)

  • Student must write a letter to Assistant Manager (Academic) their intent to withdraw / transfer / refund. The Assistant Manager (Academic) will acknowledge the date received.
  • If the refund is within the cooling-off period, the highest % of refund (as stated in the refund table in refund policy) will be refunded within 7 working days upon receipt of notification from the student.
  • If the refund is beyond the cooling-off period, eligibility of refund % is checked based on the refund table (as stated in refund policy)
  • Student is informed about the % of refund they are eligible and if the % of amount to be refunded is not satisfied by the student, the student can reconsider to continue his/her studies, otherwise the refund is initiated and refunded to the student within 7 working days.

Note:

  • Student below 18 years of age, must obtain the consent of a parent / guardian when they wanted to withdraw / transfer / refund.
  • All refund are issued through cheque payment only, irrespective of payment channel.
  • Written authorization is required from the student in case if the refund cheque is to be issued on a 3rd party name.

 

Dispute Resolution Policy & Procedures

Policy

MMI Academy is committed to resolve any disputes arising from students in an objective, fair and systematic manner as they arise. As such various communication channels are provided to students to register their feedback and or complaints/grievances. All Complaints will be managed with common sense, respect and fairness, efficiency, confidentiality and in a manner which affords procedural fairness to all parties.

Both parties acknowledges that any matters as regards to any grievance/dispute must be kept confidential as far as possible and must not be used as a means of defamation.

Students are encouraged to resolve their complaint informally in the first instance. Should a student deem that informal resolution is not possible, appropriate or satisfactory; the student may submit a formal complaint. A student feedback may arise from any aspect of student’s educational experiences within MMI Academy. The student can appeal the outcome of a formal complaint, with regard to the procedural fairness of the complaint resolution process.

MMI Academy commits to resolve all feedback and or complaints/grievances within 21 working days. In the event that the both parties are unable to arrive at an agreed and amiable solution to the grievance/complaint, the dispute can be escalated to;


Procedure

  • Students approach the Course Counselors for assistance to raise concerns on their feedback and or complaints/grievances pertaining to their academic experiences. At this stage, the counselors will try to resolve the dispute in amicable manner.
  • In the event if the student is not satisfied with the resolving or unable to resolve the dispute in the above step, the student formally writes a complaint to the Academic Director. The Academic Director deploys the Academic Assistant Manager to acknowledge the receipt of the complaint and investigate the issue further.
  • The Academic Assistant Manager will conduct an investigation with regard to the issue raised by the student. The student may have to give evidence in the process of investigation.
  • The student will be regularly updated on the investigation. The findings/conclusion of the investigation will be communicated to the student personally.
  • MMI Academy undertakes to resolve any grievance/dispute within a period of 21 working days. In the event that the both parties are unable to arrive at an agreed and amiable solution to the grievance/complaint, the dispute can be escalated to CPE Mediation-Arbitration Scheme or Small Claims Tribunals or proceed with own legal counsel.
